State Administration for Market Regulation on lithium ion batteries and other products to implement mandatory product certification management announcement
In accordance with the relevant requirements of the Opinions of The General Office of the State Council on Deepening the Reform of the Management System of the Electronic and Electrical Appliances Industry (No. 31 (2022)), The State Administration for Market Regulation has decided to implement mandatory product certification (CCC certification) management on lithium-ion batteries and battery packs, mobile power supplies and power adapters/chargers for telecommunication terminal products (hereinafter referred to as the newly included products) used in electronic and electrical products. Relevant requirements are hereby announced as follows:
1. From August 1, 2023, the designated certification body will begin to accept the CCC certification of newly included products, and carry out the certification work in accordance with the applicable standards listed in the Implementation Rules for Mandatory Product Certification Information Technology Equipment and the annex; Since August 1, 2024, those without the CCC certification certificate and the certification mark shall not be allowed to leave the factory, sell, import or use in other business activities. The list of designated certification bodies and laboratories for newly included products will be announced separately.
2. the CCC certification scope of the newly included products is defined in the annex. Among them, for lithium-ion batteries and battery packs used in electronic and electrical products, CCC certification for lithium-ion batteries and battery packs used in portable electronic products is first carried out at this stage. For lithium-ion batteries and battery packs used in other electronic and electrical products, CCC certification will be carried out when conditions are mature.
3.In view of GB31241-2022 "Lithium ion battery and battery Pack Safety Technical Specifications for Portable electronic products" will be enforced on January 1, 2024, in order to reduce the certification cost of enterprises, the certification body designated to carry out CCC certification of related products in accordance with this standard.
4. the designated certification body and laboratory should be under the premise of controllable certification risk, ensure the quality of certification, actively adopt the existing conformity assessment results, reduce the burden of enterprises, facilitate enterprises to obtain certification.
